False for the Reverse Proofs, as they were only issued in the sets.
True for the Regular Proof and MS coins, and they could be ordered as singles and also came in other sets.

Totally False.
ICG only requires the three coins in the original mint packaging.
For PCGS if you are "wyle clever" as some of the board members are you can send in just the coins in the capsules and get the 20th Anniversary designation on any of the three coins.
Since I'm not familiar with the others I can't comment on the rest.

Since you said it was a 70 grade, that would put it as NGC since PCGS does not give out MS70 grades to SAEs any longer.

PCGS does not charge $10 for the 20th Anniversary designation. They charge $10 for the First Strike designation.

Some ASEs will develop milkspotting when placed in TPG holders (and ringed AirTites) which greatly diminishes their value. Search the forum for past discussions.

That's good to know. I haven't seen any 20th Anniversary designated ASEs in ICG holders yet. Interesting info on PCGS.

PCGS does not certify any ASE as MS70 because they have a known spotting problem believed to be caused by the acid rinse the mint uses during the production. Until that gets solved, they have stated it would be irresponsable of them to certify them as MS70 only to have them spot a short time later. Therefore, you can assume there are some examples in a PCGS MS69 grade that would have graded as MS70.

It seems like some ASEs only develop spots when placed in TPG holders or ringed AirTites. If you store them in OGP, DirectFit AirTites or Saf-T-Slips, they will all be fine.
Unfortunately the Mint has little incentive to cooperate with the TPGs when the TPGs do not cooperate with the Mint by continuing certain marketing programs listed on the Mint's Hot Items Consumer Awareness page. Because of this conflict of interest, collectors lose.

That does make sense to me. They can't certify that the coin will stay MS70 so they don't certify it at MS70. The logic seem correct. I do have a 1987 ASE that developed those spots, I always wondered why.

How can you send in just the coins in the capsules and get the designation on all three coins? I have 10 sets and made the mistake of opening the box, then my wife threw away the empty box
