Highland mint silver?

Highland mint commemorative coins claim 1 troy ounce of .999 sliver. Does this mean they can basically collected as bullion if gotten below melt value?

    Do you have a link? All I can find are 24KT plated, but they never say what they are plating. More than likely a base metal, so we would have to see what you are buying. If it says 1 ounce of .9999 silver on it, then yeah, collect it for bullion.
