  Hard to see a wire rim when the rim area is hidden by the holder.

  From the reverse I'd say Business strike.

  Everyone has had the same reaction as i have had. The obverse looks prooflike to me but the reverse looks like a biz strike. There were cases where after a proof run, the dies were used for business strikes as well. I'm not sure it happened in 1939 but this coin sure looks like that may be the case.
