Can anyone clarify the PCGS Guarantee?

I just read PCGS Guarantee of Grade & Authenticity, and it doesn't cover (specifically) what I have a question about. I am hoping someone on the boards may have dealt with this and can answer.
If you have a PCGS encapsulated coin (MS65) that has fingerprints all over it (4 or 5 on the obverse alone, smeared on the reverse) so that it looks "hazy", is this covered under the guarantee, or not? And, if it is... what do they do about it?

PCGS guarantee would cover the bad fingerprints. Contact customer service for more info.

After reading the "fingerprint" threads, I didn't get much clarification either.
So, is there any reason that PCGS does not do an "acetone rinse" on all the coins prior to encapsulating them?? (As a safe-guard)
I for one would not want my coins dipped before they encapsulate. I can't even image the production issues they would have trying to keep everything straight.
