Lincoln Cent AT or NT ?

A couple weeks ago I posted asking for advice on Lincoln Cents as I was starting a set and knew nothing about them. I got a lot of good advice. ( Thanks Everyone) Since then I have bought a few cheap coins in different grades to try to get a fell about Grading and color on these. I got this rainbow toned one today and would like everones opinions on it. AT or NT , grade and any comments. ( If you can tell by these pictures) They are the best I have. The colors are a little brighter in hand. Mostly red, purple, blue and almost silver at the bottom of the reverse.

This is interesting. I also have a 46-D that has similar toning and velvety luster. I've owned it for nearly 20 years and it's one of my favorite pieces.

Yep. That is the seller. The 46 D I bought in hand looks NT and everyone here seems to agree. But now this 2006 gets listed and looks a lot like his older wheats. Hard to believe a one year old coin is toned like this also.
What does everyone Think now?

BU roll of 1946-D cents
Buy a common roll of BU lincolns, Juice em', then put them in "old school" 2x2 flips (with staples) to make them appear as if they were sitting around for 30 years comfortably toning.
Artificially Toning with the intent to deceive...is there is a law against this? There should be.

Not sure about currently, as both services are far more skittish than they've been in the past. But I've seen plenty with a similar look that have been slabbed.

Imagine if more toners have been worked than not? This guy is probably making them rolls at a time.
