Seated Liberty Proof Question

Can a Seated Proof be bright white ( And I mean very, very bright white) and very reflective without being cleaned or dipped in its past ?

But don't dispair. Many or most collectors now prefer a nice white coin to a toned one. It it's flashy with some cameo even better.
This is a very saleable coin if ok for the grade (ie normal hairlines).
If this coin is available from Joe National Retailer I'd be very suspect.
If it's coming from your local coin shop and just came out of the woodwork.....I like that kind of story.
More than likely your ogh white blazer was dipped before being slabbed. If it is still very stark white it was dipped very nicely and will more than likely stay nice and white for some time to come. Many dipped proofs from the 1986 to 1997 rattler/ogh holder era have since retoned with blotchy browns around the peripherals. Others have sickly stains from dip residue. Dipped is sort of the norm on these.....cleaned is not. Overly bright could be a problem as well.

Here it is......What do you think ?
Odd view on that photo. The top of the coin "looks" golden toned while the lower half is untoned. Probably from the background used. Don't see anything negative in that view, but also can't identify any strong positives either. What's the assigned grade?
