Resubmission for Authenticity

We all know that it's not uncommon for a certified coin to be resubmitted and get an upgrade. But does it ever happen that a coin originally bodybagged as "not genuine" is resubmitted and then certified by one of the major TPGs? Is this a common occurance? Or, a coin is bodybagged as "not genuine" by PCGS, then slabbed by another TPG? (For this discussion I am not talking about coins sent to third tier services.) I would be worried if this was not extremely, extremly rare. What do you think? Does anyone have any ancedotes or observations to share?
