First Strike designation anomaly???

Does anyone else have trouble digesting a 'First Strike' designation on an ASE, and garnering only a grade of 68????? Doesn't 'First Strike' signify one of the first planchets struck from a new set of dies? Could a planchet really be that bad before striking? Sorry for all the ????, but this baffles me that a Silver Eagle struck from new dies could only get a 68.

Also, many things can happen to a coin after its been struck which can effect its grade.
