Strange quarter - any idea what caused this?

My friend brought this quarter to me and asked me what was wrong with it. First off it does not stick to a magnet - even a powerful one . . . Mintmark is D.
My 2nd thought was that there was something on reverse to cause the head to be so 'high', and poofed up, but nothing there.
The whole head appears to be raised (quite a bit) & swollen, and is also slightly craterlike with indentation. The head comes up way higher (in depth) than a regular head on a regular quarter, especially for this date with wear down.
Sorry my pics aren't better, but was hoping that maybe someone could tell me what caused such a thing, and what it might be made of.
Is this from an act of man? or mint?

the heat that this went through caused the outer layer to expand in the thinner area (ie...head) due to the core not having the same melt temp....a bubble is caused.
Hell, I don't need to exercise.....I get enough just pushing my luck.
that looks like a 'boink' in the noggin! OUCH!
