For the delivery problem to be Coin World's fault, somebody would have had to have held onto the April 2 issue for two weeks after it was printed, the April 9 issue for a week after printing and then mailed the April 2 & 16 issues once the April 16 issue was ready, while holding on to the April 9 issue for later delivery. Call me crazy, but that seems like a whole lot more work than just mailing them as they're printed.
