To attain anything worth grading you need MS66 and probably FS. I take it you know how to grade a FS. MS66's at PCGS need to be very clean, coins that you think should grade MS67, well that is probably a PQ MS65. The face needs to be very very clean and only the slightest single tick would be allowed on the lapel. Essentially the lapel needs to be perfect. Any tick or spot in the obverse fields are going to neg you on MS66. then you have to look at the reverse, the fields need to be very clean, a sight tick and you are probably ok if its at the top. Luster or shine must be above average.
My general rule of thumb is to try not to send in any coins that aren't worth under 100 bucks. It always doesn't work out that way though as I have lots of 20 dollar coins in PCGS slabs
