    Definitely BS. Does he have the coin even? If so, it might have been in an NGC holder even an MS63 one and then foolishly and ineptly cleaned trying to get a higher grade. I have seen a couple choice ones with unattractive toning, at least unattractive when typical tastes were overwhelmingly blast white. Its history is not clear but the presentation looks like someone eager for a money fix.
