Vam Experts: Is this '21 Peace considered a Vam?

1921 Peace Dollar NGC slab, the profile(nose, chin and neck) seems to be doubled. Does anyone know if this is a Vam or not?

Is there any doubling on "IN GOD WE"?

The picture is upside down (couldn't fit the slab into the QX5 right) But the "IN" in "IN GOD WE" is doubled. The "I" is really noticeable.
