anyone know why there is 2 dates on this coin?....one side 1993 the other...1995

The Philippines were granted independence from the United States in 1946.

Nope, they got independence on July 4th ... 1946.

The US coins from before independence say "United States of America" quite prominently on them.

The coin was minted in 1995. The Central Bank of Philippines (Bangko Sentral Philipinas) was established in 1993. That's your answer.
