MS70's are perfect by definition. I made quite a few and even perfect ones don't get the grade. Toss in proof into the mix and you are talking tough. Unless you got the coins directly from the mint, submitted a bunch of them still in the original mint holders its basically not worth trying. I have made quite a few 70's but with Circ strikes. Proofs I stay away from.
If you can see a blemish on a proof you have about zero chance at making 70 at PCGS. They have to be perfect under 6X magnification. Of course PCGS can and does make mistakes and people have gotten 70's on coins with a blemish but its not the norm and with the submission hassle its not worth the risk.
