  I suggest using your common sense on this one. First check the buyers feedback rating for negatives and read the negs to see what the problem was. Remember one negative for four thousand sales really isn't bad. Use www.toolhaus.org to sort throu all the feedback. Also familiarize yourself with PCGS slabs through out the years. Over the course of time the holders have changed a few times to newer designs.

  Yes you can, as long as the slabs have not been opened and resealed with a new coin. I personally never seen this, but i have heard of it happening. I wouldn't worry about it too much, especially on lesser value coins.

  If the coin is in a PCGS slab, it's probably graded by PCGS.

  I agree with what metalbarren said. A good thread to check out about that is this one. You can familiarize yourself with the different PCGS slab generations.

  Just remember there are counterfeit first generation PCGS Slabs. There is a thread that describes how to identify them. Somthing to do with a slightly misplaced letter on the reverse of the holder.
