  Looks like it would BB for cleaning at PCGS. It is better than the grades you specified. The denticles are full all the way around on both sides. There is definition in the wings and lower hair, etc...

  I think it would grade somewhere around VG10 to F12 if it was sent for grading

  If it slabs at all, it would slab in the VG-F range

  Looks more like a VG to me...what is to the left of Liberty's nose? Is that a clash?

  I grade it a fine.
  In ebay land it could even be a VF.

  aside from potential bb for cleaning,scratches i would think it come back a f-12....
