Sorry...2 paypal shipping questions...

Rolls of coins add up to a bit of weight so I want to ship flat rate.
Now, here are the questions.....:
1) If something is paid through paypal, can I still use it for shipping so I get DC for reduced rate? Looking like the answer is "no" but I figured I would ask. (ie....someone on the BST wants to buy or trade and I want to send it using the easiest method (usually paypal shipping).
2) I don't see the option for paying for FLAT RATE in the options on paypal (someone buys through ebay and you want to combine shipping/etc and ship flat rate due to weight).....possible? Again, looking like "no" but I am a novice at shipping, especially compared to many here, so I figured I would ask (I still marvel at people who crammed the envelopes full of penny rolls

I shipped some coins Priority from SC to Washington state and it took 2 days. I shipped them on a Thursday morning and they were there Saturday. That ain't bad at all and I feel paying a little more for that kind of service is worth it to me.
