Cannot tell from these pictures. Very well could be weakness at the knee, but likely is wear. The head appears to be fully struck. I would guess Au58, but could easily be a 63. Also, from these pictures, I cannot tell the surfaces in the fields.
I'll go with the "over" bet as NGC MS65. NGC is very forgiving of orig toned coins at times even if subdues the luster. I'd rather have this toning pattern any day than a dipped white one. A coin that looks circ at first glance but is technically very nice imo.
Anything from a 63 to a 66 would not surprise me though.
