Those things not specifically disallowed, are generally allowed.
His FB line is funny, and reflects the view held by MANY sellers.
Retal FB and the fear of it, have rendered the FB system pretty
useless.
If he takes PayPal, his insurance spiel is nonsense. Insurance
is for the protection of the seller not the buyer, under the PayPal
scheme.
I would never buy anything from somebody with TOS like that.
I just sent him a message through eBay. It reads:
"feedback extortion = no bids from me"

That seems only logical. And, it would be if there were not
soooooooo MANY evil buyers on EBAY.
FB is optional, under EBAY's rules. If folks wish to exchange
FB they can; if not, they do not have to. When a buyer leaves
me FB, I reciprocate. If a buyer chooses not to leave FB, I
simply follow his lead.
ALL THAT SAID: If I were to make an error, and could not fix
it to the buyer's satisfaction, and he/she NEGd me, I would
NOT leave a retal NEG. If a buyer NEGs a seller w/o giving
the seller a chance to fix the problem, that buyer deserves
to be NEGd.
Sadly, there is much more to a satisfactory transaction than
a simple payment from the buyer to the seller.

There is no language in the EBAY TOS that specifically prohibits
the language:
"Feedback is quid pro quo: positive = positive; negative = negative. "
Therefore, it is a REALLY stupid thing for a seller to say, but it is
not an actionable violation.
