Strike question regarding Capped Bust Coins

On a weaker struck coin, is it usually stars 6, 7 , 12, and 13 that are struck light. (If so is it because of reverse devices), or is it completely random.

Your conclusion sounds reasonable since the coins are hand pressed, I guess the same would be true with the motto on the reverse but I have no idea...
