Why is the 2000 silver 10 piece proof set priced so low

The 1999 and 2001 sets are priced much higher, and the mintages are not so different. At least not enough to make that big a difference. Is the 2000 set priced too low or the 1999 and 2001 sets too high.

People couldn't get the 1999 Silver proof sets in volume (household limits) and that drove the price up as dealers wanted more than a couple.
So, limits were removed in 2000 and people ordered TONS (my uncle ordered about 50 I think). Too many in people's hands, so they stagnated. People felt burned.
In 2001, since people were feeling burned, less people ordered the sets, so they went up.
Same thing repeats in other years in other sets
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

Guess it has something to do with the mintage of 965,421.
The 99 silver 9 piece has a mintage of 804,565.

That's noise. IMO it has more to do with the distribution methods than the mintages.
Still, I would have thought that after eight years, that would have ceased to be an issue.
The fact remains that you never really know what something will be worth until after it is no longer available plus a couple years.
