Does this 1795 half look altered/tooled?

Overall it looks like a decent coin, but a couple things have me concerned (besides those fingers on the coin's surfaces!)
1) does ER in LIBERTY look odd?
2) it might have been dipped previously?
3) that white coloring in front of the neck/on cheek
Is this something that PCGS would grade?

As for the coin, it looks real to me, O-105 (R-4) if i'm not mistaken. Looks like a F-12 to me but the greenish color on the back maybe bad news. But i am far from an expert on these so i'll let the guys who know their stuff chime in
i bought 2 95's on impulse, at the time thinking i would not find nicer coins for the $$, I was wrong...there are enough of these around to be picky and find one you really like......I prefer a nice dark VG.

Well, obviously, yes. If you were to have read my response carefully you would have noted that I did not give a guarantee that PCGS or NGC would slab the piece; rather, I stated that I saw no reason they would not slab the coin. Given those images, do you see any reason to preclude the coin getting slabbed by PCGS or NGC?

From such poor pics, I would not expect anyone to see any problems that may keep a coin such as this out of a slab. Some eBayers purposely take poor pictures so problems will not be noticable.
