That coin should have crossed. It looks great, I would have to see it in person to be sure, but I would be tempted to do a regrade on that. You will seldom get a bump on the cross but you could get a bump with a regrade. It is certainly very nice for a 66 and IMO would have no issue seeing that coin in a 67 holder.
By they way, if you haven't heard this story before, one of the 2 pcgs ms67rd 10-s's was in an ICG ms67 holder and sold for like $2K in a Heritage auction. The buyer crossed it to pcgs and sold it for something like $35K.
