1909 S VDB "Weak VDB"?

saw this from JJ Teaparty COIN ANACS apparently noted the 'Weak VDB' on the holder. what caused this? are there others like this? by the price i assume this causes a little cut in the price. any more info would be appreciated. thanks!!!

    The reverse is pretty strong to be over polishing...its weak only in the area of the V.D.B.

    I agree With ldhair ...filled die.

    Yes, they came that way sometimes. But the fun one to find are those with the weak "S".
