Does this Lincoln cent have major lamination issues or is it damage?

  The reverse tells me it's a planchet problem. The strike is there, albeit weak.
  The obverse is damage?

  Actually it's all lamination, obverse and reverse.

  Detached lamination. The weight should be under specs.
