How many 1964 SMS Sets Were Made?

I've seen numbers as low as 15, and in a Heritage description, as high as 50. Does anyone know which figure might be more correct? Also, did they make actual sets, or individual coins, with different mintages for the different denominations?

heard of original information on these but from statements made by people
closer to the source I'd guess that mintages ranged between about twenty
and thirty five.
I believe the auction in the early '90's that included most of these were for
fifteen set but some were missing the lower denominations.
