For some reason I bet PCGS says its MS65.

looks 64
Could be 65, but from pictures doesn't look FBL
I have seen some 65's with more chatter- maybe it was a tweener 64-fbl- 65, and got the 65 but not the FBL (consolation bump)

OK,I'll say 63 no fbl.

Coin could be GEM or fall down to MS63 depending on what this 'distraction' is...
Bells appear incomplete, however sometimes they give em to you on the 60's issues if they appear full from most angles...
The Master dies were reworked in 1960 bringing back some detail that was lost throughout the 50's, but they didn't do a great job
on the Bell Lines, making 1960's issues, Philidelphia issues in particular, rather tough..... 1960 being the easiest year to find a FBL... 1961 - 1963 gets rather tough...

My icon IS my coin. It is a gem 1949 FBL Franklin.

and it seems to be a solid MS64 just miss gem, as it has a few too many ticks on the reverse to go into a 5 holder.... Though this big coin with open fields tends to have bagmarks...
This is what I notice with PCGs and Frankies when I submit...
If the coin looks and appears to be a MS66, it usually goes MS65...
GEM Frankies can have some hits, and it seems that 51D's tend to get away with more.... but the ticks must be non-distracting and the coins typically have to have very clean fields..
Clean fields and super luster tends to land that elusive MS66 grade....
Throw some attractive toning and strong luster, this tends to get a bump in grade....
I have made some MS67's..... these have to be pretty much hit free, with very appealing toning and super strong luster and a hammered strike......
the bigger the coin the more allowable marks for a GEM grade..... Roosies damn near have to look perfect to go gem.... as hits on a coin that small is a grade killer....
atleast this has been my experience over a good 4 years of submitting coins.....
My eyes have seen thousands of MS64 Frankies, most tend to be rather baggy... yours is a very solid example of a strong 4 holder coin... I like it..
