Garsmith, There has been some controversy about this type of phenomenon known as "starburst". Proof dies are retired because of this , but before sold to the public they are replated and that masks over the lines you see. It is uncommon on ms coins as this. this is the only one I own that isnt in the change jar ! PCI and all its is actually a pretty good coin...The Rev is 70 and the Obv is a 66...of course I cracked it out and am displaying the Rev....

The mint makes me have to buy bulk to find MS67. It's a hard search and 68's are really elusive in business strikes.
