eBay Feedback Removal Question

I had a minor dispute with a user on the NGC forum (link) recently.
Long story short, later on, I found that two of my items I was selling on eBay had been sold (~$100 total) via my Buy it Now option. The buyer, who I think was a pretty obvious shill (mainecoingradingservice) (0 feedbacks) created by the NGC user (DCC_06) left me negative feedback within 10 minutes of buying my items.

I'm having a bear of a time with getting eBay to remove his negs. They clearly violate two of the conditions eBay has set for removing feedback. (1) They contain profane language, and (2) the items were clearly bought with no intention of paying soley so that the buyer could neg me. eBay keeps telling me that the feedback doesn't violate those two policies. I got charged a final value fee for the $100 worth or items to boot, but (of course) the buyer hasn't responded to my invoice, which I sent before noticing the negs.
Can any of you big time sellers tell me how I should address this?

File your claim with them (I think they may charge you $20. to do so...) and let them handle it.
