New 1963 Proof Frankie, and a coin shop adventure

Hi, Everyone.
I managed to make it to the Coin Shop in Green Brook, NJ, today, and I picked this up:
Not too shabby. Not much in the way of cameo going on there, but still a nice coin.
In general, the two owners seemed like nice gentlemen. I went in there to look for Mercury dimes, which I didn't see a lot of. They had a few in MS condition in NGC slabs, but I passed. There was a 1940-S that was tempting, but I didn't think the price was right.
So what do you think of the Frankie?

The debris to the right of "WE" was lint. If I tap the flip on my desk, it moves. It's hard to be absolutely certain, but it doesn't look in any worse shape (to my eyes) than this one that I posted a while ago that made PF67 under ICG. (I know that doesn't mean a hell of a lot. I'm just sayin'...

I have a similar one that has a slight milky finish on both sides.
I am thinking of sending it into NCS for conservation and then on the NGC for slabbing.
It's a beauty if not for the haze.
Would you do that?????

I'm hesitant to send a coin in for conservation. I've always thought preservation = dipping, and that really doesn't sit well with me. I guess that's a personal decision, though. If you think it'd do the job, you might want to consider it. It's not something I'd consider for mine, because I'm not convinced those are milk spots (but I'm hesitant to remove it from the flip, lest something bad happen).
