1998-D Speared Lincoln Memorial?

Between the last two pillers you can clearly see a line that starts at the last piller and goes under the top of the memorial ending at the "f" in of. Does anyone know or have seen anything like this? Is it an error? (Image below)

It appears to be a die gouge. However, in order for that to be, the line must be raised. If it is, then that is what it is.
