PCGS Turnaround times...Ron Guth...are you there?

What exactly is the turnaround guarantee? I had a package that was received by PCGS on Nov 8. The package was express special (A five business day turnaround). Nov 9-10 were blackout days due to Baltimore. That left 13, 14, 15, 16, and 17 Nov as the grading business days.
Grades posted on Friday the 17th. However, the coins still have not been shipped by PCGS. I called today to ask why my coins have not been shipped...and how I was going to receive my vouchers. (they are now 2 days late IMO).
The customer service agent didnt know how many vouchers...first he said none, and then he said one.
My question is, shouldnt the turnaround time be for the coins getting shipped. The grades dont do me any good without the coins getting in the mail. IOW, if PCGS grades the coins the day they get them, but doesnt ship them for two weeks, how does that help speed of turnaround for the person sending in the coins and paying extra money for the fast turnaround?
Anyone have the answers?

It is explicity stated otherwise in the submission section of their site.

I agree with you that they should be shipping them the next day. This is common in the internet retail business though. You can pay for UPS Red delivery but it doesn't ship for 6 days. I've been bitten by that more than once.
I once had a group go about a week over, when I called they said the grades were available a week earlier. I asked why didn't they post on the Internet, and they had some lame excuse about the grades were ready I should have called. No vouchers!
Good luck. Maybe their customer service is better now.

I dont ever recall myself whining to put my order at the front of the line. I do recall having coins sit for nearly 8 weeks with nothing done picture wise. I do recall sending in a coin for Tru View and having them ship the coin back to me with no picture taken.

My favorite anecdotes from my submitting days (mind you, I do not think I have submitted more than 25 coins in all) were the following:
1. I sent in some coins at the express level ($50/coin, 5 day guaranteed). Of course, they did not enter the coin in the computer until two days after the coins were received. Then, the obligatory five days pass and the grades are not posted. There was no blackout period during this period, so I figute that I am in "Free Voucher City". Two additional days pass, and, finally, the coins are graded. I call customer service to claim my free vouchers and am told that while my five day guaranteed time was not during a blackout period, the subsequent two days, the time beyond five days that the coins were graded, were during a blackout period, so they do not count. Take a hike.
2. I had a coin that I thought was undergraded (yeah, I know, we all do), and I asked for Presidential Review. The coin sat at PCGS for about four weeks, and finally, I asked for the coin to be returned. They sent the coin back to me, did not provide the Review, and kept my $20.
At that point, I decided that as a collector, I will not be submitting coins to PCGS for grading. I am sitting on some coins that are likely undergraded (yeah, I know, we all are), but the process is too troubling to pursue and frankly takes the fun out of the hobby for me. I am not in any fierce registry competition and like my coins for what they are. When it comes time to sell these, I have (or will have) a dealer take care of the submissions and all the associated hassles thereof.

Maybe this will refresh your memory.
I left coins with PCGS on Thursday at the show and they didn't get
listed until the next tuesday as received. Now, they were graded
within two days of being listed. I think PCGS does a great job. I met
Ron Guth at the show heck of a nice guy.
The speed of my coin turn arounds is great. Or maybe they
know I am just sooooo.......
