That's one of them things that get knocked out of those electrical junction boxes prior to an electrician running ROMEX™ or conduit..... A slug. Send it to the recycler.
Believe it or not, PCGS will slab and grade this planchet. The grade won't be very high due to the weak strike.

I've got one that looks about like that, that is graded MS61 by PCGS.
I'm with you on the "Rare Pre Cheerios Strike" thing. I wonder if I can advertise this as a "Planchet found in a cheerios box, Super Rare, Only one known" and put it on eBay. In the great scheme of things it wouldn't even come close to the worst rip off of all time on eBay.
