how do you report shill bidding?

the high bidder for this item has a feedback of 1 and has won 4 items from this seller. coincidence? i think not. any help appreciated. thanks

edited to add: " The PCGS Price Guide shows an MS66 certified coin at USD 90,000.00.." is in the listing for a F15 coin! LMAO

    I don't understand why it is assumed here that a bidder with a favorite seller is considered a shiller. Ebay even has a function to save your favorite seller and search for his auctions. Lastly, in my book shillers are not usually the high bidders. Am I missing something here? --Jerry

    If this one's a shill, he's not very good at it. He's won all the auctions in which he's bid.

    My old ebay id is ed1366. I bought lots of tools with it. call it up and look at the older pages--especially the pages in the 40's. See if you conclude that I was shilling for JTS machinery. You'll find hundreds of feedbacks from them.
