Help identifying the Type 2 "Wide Am" Lincoln cents.

I have 5 Cheerios Pennies still in their packaging. Unfortunately, I can only view the obverses. Is there a way I can differentiate a Type 2 "Wide Am" from a Type 1 by from the obverse only?

Why the reverse proof hub was used in these three years (98,99, and 2000) is the most baffling question I have.

I've never seen an explanation. I'd sure love to find a '99 though. I've found 1 '98 and 4 or 5 '00s and still need the '99 for my Dansco.
