Who has the determinate say on the mintage numbers of coins?

I wonder how they came up only 10,000 maximum AGE sets when they could have sold many more? The 1995 Anniversary Sets had a mintage of over 30,000.

  • Wouldn't it be cool if they offered up some more for sale next year like they did this year for annual sets, and Westward Journey nickels, etc?

    I'm wondering if the mint sold more than the 10,000 sets of AGE's.
    I'd hate to read somewhere in the future that they had a counting
    error and produced 50,000 of these AGE sets.

    It still amazes me with the number of orders processed on the
    first day of availability -->and to not have that set sell out in
    the first few hours. All I can say is there sure were a heck of
    alot of orders for something.... not sure what though!
