In this case it doesn't matter as both coins have a negative eye appeal due to the toning. Once you get into rainbow or colorfully toned coins......the question has merit because of the potential price jump.
As others have hinted at (or said) -- I don't think it matters in this case. Toning only brings a premium if it's attractive to most toned coin collectors, and I don't think many collectors would find this toning to be attractive.
