Modern Proof Grading and Frosted Devices...question?
I was looking at a clad 1995-S proof Kenndy half dollar that I would think grade out @ PR-70 (10x reveals not even the slightest of tics on devices or fields/has amazing fields, my wife could use it to put on make-up) at any top tier TPG but the olive branches in the the eagles right claw lack that really frosted device appearance. The frosting is there but just doesn't jump out at you like the other devices on the reverse. From a 69 to 70 there is a big jump $$$ and if going to graded 69 because of this, why bother. Ya'll think the frosting on the leaves and branches in this area is going to be an issue with the graders?
