What happened to this 1882-S Morgan?

The obverse has beige-paint-looking splotch on the neck. Similarly, a tan-like shadow is under the date, and behind the lower-left stars, as if radiated from the center. Same material seems to be on top of the 8, 8 and 2.

To my untrained eye, the neck splotch looks dabbed on with a brush. But the material under the date and behind the stars are perfect shadow images, as if something was sprayed from a low height, but then the "shadow" would have been clean of the material, not filled in as it is. What could have caused that?

Anybody seen this kind of thing before?

Those appear to be scuffs or rub areas. The shadow effect below the date is common in my opinion. What is the grade of the coin and is it certified by PCGS, NGC, ANACS or ICG?

My guess is that it grades MS-60 PL with the neck scuff, MS62 without. The shadow effect is on the reverse, too, in the letters of the legend, always pointing away from the center. Was there commonly some mechanical process of buffing the coin with a powder while it was being spun? Don't know why there would be these powder-like shadows radiating from the center.

It looks to me like the last remnants of frost on the coin on the obverse. . .
