Possibly. I doubt PCGS would of graded that coin if it was a scratch.
My sense is a planchet flaw or a strike through, because if it was a scratch and in a PCGS holder, I would fall out of my chair.

It's a strike through error. Something was sitting between the planchet and the obverse die at the moment of striking.
