Proof IKE Question

Here's an IKE that I have that has some sort of stuff on the field. Looks like maybe dust or something all over AND in addition has what almost looks like toning or rust closer to the rims.
I cracked this out of a horrendously scratched up "brown mint pack" where you could hardly see the coin.
This is it, never been touched... well at least since the mint holstered it.
Is there a way to make the coin more presentable without doing any damage to it?
Sorry, but the pics are the best I could do after at least 5 shots per side.... (I think thats my ear in the reflection, oops)

I've seen the haze on some others, but this one is different, the things in the field almost look like you could blow them away,
but I was afraid to try.
If I did decide to put it in acetone, how long do you leave it in? Whats the best way to handle the coin to do it? Is this considered "dipping"?

This hazing is indeed spottier than what I have seen, but it is hazing.
