Unfortunately, this is a common problem with the SAE's. The spots are generally not correctable, but PCGS will step up to the plate under the grade guarantee. Likely that would be a replacement, rather than a check since these are pretty common.
The US Mint is getting really horrible at processing and handling coinage silver. My 1999, 2000 and 2001 silver proof sets started that "white haze" stuff on me, so I just sold them all off. I only buy one ASE Unc now for a book and that's it. The cupro-nickel proofs do much better, for some reason. My SQ clad proof sets still look like the day they were minted.

Don't know, as the only SAE's I've submitted were toners. The surfaces are different than they are on the proof Kennedys and it may be something different that is causing the problems on these, so it may or may not work. The only way to tell would be doing this with a large enough sampling because, just like the Kennedys, not every coin develops the milk spots.
No, those spots are not on the holder and while I didn't really pay for the 1st. strike, {wife used our credit card} so I reckon I did pay lol. Her heart was in the right place. jws
Lambeau; I would never do anything to a coin other than try to protect it. I like toners but the debate over NT vs AT worries me. Ask 10 people rather they think the same coin is NT or AT and you will most likely get an argument started. . jws
Dang... well it's been sitting out only for a couple of days... I dunno if it's too late to take it back into safety if it'll just look ugly now. You can already see it start.

No it won't, further some have turned in the holder, search these boards for "milk spots" and get most of the information you need.
If you get stuck with one of these, try and return it asap. SAEs past 2000 don't usually have this problem.

Russ is right on the money. This is what PCGS did for me.
