Jefferson Nickel grading

I just was wondering...
Can a jefferson nickel without full steps grade at MS68 or better? Is it possible, or would the strike have to include full steps to reach such a grading designation?

I have read that some TPGs limit poorly struck coins to a 65.

Just checking out the PCGS Population report you can see there have been Jeffersons graded in MS 68 and higher with out a FS designation. For example: 1938-D, 1964 SMS & 1994-P

I don't mean poorly struck... I mean well struck, but not with full steps. How important are full steps to the definition of 'exceptional strike' in a jefferson?

This is why they have the designation, to distinguish between well-struck and fully-struck coins.

Without knowing the particular date; early, middle or late series... in a PCGS holder, I'd say you have a better chance of hitting the lottery than making a true MS68 coin, with or without the steps.

You can throw out the 1964 SMS and 1994-P's graded in the same grade due to the fact that SMS coins should be graded higher due to the way they were made, with better strikes, more pressure on the dies, etc.

The 1994-P's are all, at least all I've seen people trying to sell as MS68's... come from mislabeled SMS coins.

Later date coins have the potential to show up in MS68's, but since most if not all of the late date coins in higher grades have full steps, I'd say, unless you're absolutely sure you have a definite MS68 coin, you won't make much money on a non-full step MS67 or MS66 coin from the 1992 on.

this sounds logical but it isn't necessarily true. a fully hammered monster with any imperfection in the step area should/would technically not receive the Full Step designation but might indeed be judged as MS66-67-68.

I realize its a stretch... just wondering if its worth another $30 to send it in and try. I bought this raw, and made an MS67 with NGC. The pic is too small I realize to truly evaluate, but if it has any chance...
The steps are not full. the strike is very nice, obviously. An MS67 is certainly nothing to sneeze at... but it is a fine looking coin, and I'm wondering...

Bought on an ebay auction for about sixty bucks. Definately happy with the buy.

at $60 via eBay and the fees at NGC, the coin is probably past any reasonable break even point as is. why throw another $30 at it??

Not looking to make money. Not going to sell it. So, just wondering if I have a shot at MS68, or what it would take to have a shot at 68.
If its impossible, then so be it, but I figured you all might be able to shed light on the possibility.
