Why do you have three threads of essentially the same thing? But since you're asking, it doesn't really look like altered surfaces to me, but I don't know how to tell either.

Nothing shocking or even surprising, looking at the obverse image in your other thread. Liberty's portrait appears to have artificial frost or a subtance added to it. The same might apply to areas of the fields.

The fact that the fields are mirrored doesn't mean nothing has been applied to portions of them. Look at the areas by stars 3, 4 and 5, as well as near "E P" in "E PLURIBUS UNUM" among others - that might be natural haze, patina, etc., there, but it might also be evidence of alteration with a substance. Either way, Liberty's cheek area looks very/too pasty and unnatural - take a look there and compare it to other coins.

I agree. The coin has an appearance similar to artificially frosted proofs I've encountered. Oh, and the fact that it was in an ANACS holder doesn't really mean all that much. The aforementioned proofs were all in PCGS holders.
