Yes, it comes with the PCGS guarantee. That guarantee covers market value for a PR67, (which ain't much). If it sells for some stupid amount, the guarantee is of little benefit.
since it seems to be a blatantly manipulated picture it's hard to judge whether the color is real or not, but i suspect that it's genuine and doesn't really look like that. whenever i see toned Jeffersons from the late 50's-early 60's with intense Proof Set tone they are glossy and brilliant, not flat and pastel like this.

No. It was one I bought well below the price guide value. They cut a check for more than it cost me, but not as much as the price guide. They came in right at a realistic market value.

I have some 1960-61-62-63-64 proof sets in mint flat pack cello that have nickels that look like this, except that they are not "splotchy" or dull. So, I couldn't make a judgement based on this photo.
