Paypal question

About a week ago I sold a $900 coin on eBay. The high bidder is located in Switzerland, has a total feedback rating of about 15 (100% positive) and has been an eBay member for about seven months. At the close of the auction he e-mailed me asking for my bank account info so that he could transfer the money to my account. I advised him that we do not accept transfers of that type and he would need to either mail me a check or money order or pay by Paypal. He said that he did not have a Paypal accound, but that he would set one up and pay me in a few days. I got his payment today, but he is listed as "Non-U.S. - Unverified," the payment type is "Instant Payment" which seems to indicate that he paid using funds in a bank account in Switzerland.

Given the above facts do I need to worry about fraud? Can he do a chargeback after he gets the item?

What should I do?image

Does it possible "Instant Payment" means funds from credit card? I once heard that some people using stolen credit cards to pay for ebay items.

    Possibly YES. DEFINITELY YES!!

Is his last name of Swiss origin?

I'll have to check my foreign buyers and see exactly how they were designated, i.e. Non-Verified vs. Verified, etc. Currently, no INTERNATIONAL PAYPALERS (except for maybe Canada) have CONFIRMED addresses, but that is about to change in the next year.

What else has he bought in the last 7 months? High-end gear or $1.99 trinkets?

Edited: I checked out some of his buys and feedbacks and hey, they are all in German....image Seriously, he has bought Krugs from several diff. sellers, so he's probably OK.

In the alternative, next time accept smoe nice crisp Swiss Franc notes in lieu of Greenbacks. Just have them ship Registered.

    Michael,

See if you can find one of my old Paypal payments to you (I can't do it). I think it will say my payment method and status was the same.

This doesn't answer your question but, I wanted to butt in.image

Looking at his feedback, what he bought from you certainly fits his previous purchases...gold krugerands and modern gold proofs, along with proof sets and what looks like a pretty interesting storage thingy for coins.

I know I would be nervous about it, but overall, he seems quite on the up and up.

I haven't sold very much on ebay but so far I have mailed coins to buyers in Belgium, Germany, China (by way of a US mailing address!) and Lebanon. Every time I got a little queasy, but so far so good. The guy in Lebanon had feedback from alot of sellers I recognize and I eventually exchanged a few very pleasant emails with him. I suppose there is still that 4 month (or whatever window) for a chargeback to occur, but we'll see.

Recently, I did change the 'terms' of my auctions a tad for a couple higher priced things...basically I totally jacked the overseas shipping charges (barely justifiable under the ebay rules) and am requiring a confirmed address for paypal-- this will effectively eliminate overseas buyers from using paypal. I would of course waive this for anyone who contacted me and had reasonable references--like the guy from Lebanon who had great feedback from sellers I 'know'.

With your guy's feedback I think I would be nervous (it's my nature) but would ship anyway based on what he has bought before-- even though I don't recognize the sellers.

Just my opinion, and I'll be interested to hear how it all ends up.

He will remain UnVerified until he completes some paypal transactions, so I do not see that as unusal. You must accept or reject Cedit card payments , I believe. He would need to file a paypal complaint in order to get his money back from paypal.

Other than that , overseas on small feedback players is scary at best.image
