Unless the author and publisher have relinquished the copyright or have granted permission to make reprints for sale -- all highly unlikely, IMO -- then the answer would be "no."

They don't expire as long as they are renewed, even if it is out of print. Otherwise, it's like "It's A Wonderful Life" and becomes public domain.
