Submitting Franklin commemaratives?

Hi all,
I am planning on sending in 1 each of the Franklins across the street and was wondering if I can leave them in the original plastic holders. The reason that I ask is that the last time I sent in a proof Marine it came back PF-68 ucam and was splotched with haze (hence the low grade). I am not certain why or how this happened so I thought I would ask so I dont make the same mistake twice. What is the standard for submitting any gov. product that comes in an airtite. I don't mind paying the extra charge if needed for them to remove it.
I can't say for certain why the coin developed haze unless the flip it was in was contaminated somehow. Your help and advice would be much appreciated
