Does full feathers = MS?

I was wondering if the only way a Washington quarter could have a greater grade than MS 60 was if it had full feathers on the eagles chest....is this right? As some of you may know, I am a fairly new coin collector and have had little luck finding quarters with full chest feathers. Sorry, I am referring to pre 1965 Washington Quarters, not post 1965. Thank you for your help!

    As far as strike goes, on the reverse I look for the quality of the breast feathers and wing tips.

    Full strike does not imply MS and weak strike doesn't preclude MS.

    The way I understand it....MS is the way a coin leaves the mint, strike has nothing to do with it. Strike only affects price.

    An example would be two 1941-S Walking Liberty halves. One is fully struck yet both can be MS 65. The fully struck one would be very expensive.
